Hamas has demanded fair representation within the PLO, a demand that has not been met. The latest agreement includes plans for a consensus government to manage Palestinian affairs in Gaza and the West Bank, oversee reconstruction, and prepare for future elections. However, the road to actualizing these plans is fraught with challenges.
